1·Proportional fairness scheme gains higher system throughput than round robin scheme.

2·According to the criterion of proportional fairness, MC-PFS searches optimal subcarrier allocation scheme on basis of GA.

3·The traditional Orthogonal Frequency Division Multiplexing (OFDM) scheduling does not consider the proportional fairness among users' rates while allocating resource.

4·Moreover, the proportional fairness scheduling strategy can be applied to design and improve the packet scheduling strategy and algorithms in packet-switched networks.

5·To solve the above problem, two spectrum allocation algorithms, which included spectrum allocation algorithm based on user requirement and joint proportional fairness algorithm, were proposed.

6·It is in line with the fairness principle of levying on unearned income to change proportional tax rate to progressive tax rate in excess of specific amount.
